As of January 1, 2016 the EU Regulation 1253/2014 must be adhered to, to supply a building with fresh air and to cool or heat decentralized. This questions the conventional concepts or makes it impossible to apply some old ones. Therefore, new solutions are needed.
A central concept which is strictly prohibited according to a regulation, is the ventilation with decentral units as shown below.
In this case the supply air and the extract air are mechanically conveyed inside a building (or a part of a building) and additionally cooled or heated. With such a requirement, a heat recovery system is now mandatory.
In order to do this, the exhaust air system should now be replaced with an air-handling unit.

The air-handling unit is designed for the minimum requirements of the fresh air quantity. Therefore, a relatively small unit can be used. It should include the necessary filter stages, a heat recovery system, and corresponding fans. A cooling coil or heater is here not necessary. The primary air from the air-handling unit is supplied via the ducts to the mixing-air chamber of the decentral units in which it is mixed with the secondary air. This air mixture then flows through a heat exchanger which heats it to the locally required temperature. Subsequently, the used air from the air-handling unit is discharged where the remaining energy in the heat recovery system is added to the supply air.
